Government of Nepal Ministry of Forests and Environment Forest Research and Training Centre Babarmahal, Kathmandu Request for Expressions of Interest (Date of Publication: 26 September 2025) Country: Nepal Project: Forest for Prosperity Project Assignment Title: Hiring of a Consultancy Firm for Data Collection for the Development of Allometric Equations (Nine Species) Reference No.: NP-REDD-513851-CS-QCBS The Government of Nepal has received a financing from The World Bank for Forest for Prosperity Project, and it intends to apply the fund for hiring of qualified consulting firm for the Field Data Collection for the Development of Allometric Equations nine Species of Nepal. The consulting services (“the Services”) include to prepare the allometric equations of nine major tree species of Nepal, namely: Quercus spp, Acer spp, Rhododendron spp , Picea smithiana, Pinus wallichiana, Tsuga dumosa, Betula utilis, Lyonia ovalifolia and Abies spp. The purpose of this assignment is limited to felling, measurements, recording, and collection of data and samples of the above-mentioned tree species from Koshi, Lumbini, Karnali and Sudurpaschim Provinces. Forest Research and Training Centre now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core business and years in business, Relevant experience, Technical and managerial capability of the firm. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. When applying as a joint venture (JV), each firm must individually meet the requirement of having a minimum of five years of general working experience. A Consultant will be selected in accordance with the Quality and Cost based Selection Method (QCBS) set out in the Procurement Regulations.
