REQUEST FOR EXPRESSION OF INTEREST (EOI) FROM INDIVIDUAL CONSULTANT (Publication date: August 11, 2021) Country: Nepal Project: Rural Enterprise and Economic Development Project (REED), P170215 Credit No.: 6787-NP Assignment Title: Selection of Individual Procurement Specialist Reference No.: NP-MOALD-189828-CS-INDV The Government of Nepal has received financing from the World Bank (IDA) toward the cost of the Rural Enterprise and Economic Development Project (REED), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: Supports to the Office of the Project Director (OPD) and Economic Corridor Offices (ECOs) in implementing the project procurement activities and train to project officials at OPD and ECOs. The REED now invites qualified and experienced individual consultants to express their interests for the post of Procurement Specialist to assist the OPD and ECOs on all the project related procurement activities as per the project components for the project period. The selection will be carried out based on the following qualification and experience criteria: At least Master's degree in engineering/Arts/Business/Agriculture/Management/Economics or relevant fields. At least 8 years of work experience in government/public enterprise/INGOs/Multilateral agencies/UN agencies and have relevant experience in procurement. Preferably conversant with World Bank policies, procedures, World Bank’s STEP system and experience in projects financed by World Bank is preferable. Training in public procurement is preferable (please mention the duration of training). Excellent report writing and computer skills desirable. Excellent written and verbal communication skills in both Nepali and English is desirable. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants set out in the Procurement Regulations.
