Government of Nepal Ministry of Finance Public Expenditure and Financial Accountability (PEFA) Secretariat Integrated Public Financial Management Reform Project Invitation for Bids for the Supply and Delivery of IT Equipment Contract Identification No: NP-PEFA-127923-GO-RFB Date of publication: January 16, 2020 Ñame of the Development Partner: PFM MDTF Adminstered by the World Bank Grant Number: TF 0A7474, TF 0A7475 Government of Nepal has received a grant from the PFM-MDTF administered by the World Bank towards the cost of Integrated Public Financial Management Reform Project and intends to apply part of the funds to cover eligible payments under the Contract for TF 0A7474, TF 0A7475. Bidding is open to all eligible Bidders from all countries as defined in the World Bank’s Procurement Regulations for IPF Borrowers” July 1, 2016 revised in November 2017 (“Procurement Regulations”). The Public Expenditure and Financial Accoutability (PEFA) Secretariat now invites sealed bids from eligible bidders for the Supply and Delivery of IT Equipment under national competitive bidding procedures specified in World Bank Procurement Regulations. Eligible Bidders may obtain further information and inspect the bidding documents at our website www.pefa.gov.np or may visit PPMO e-GP portal (www.bolpatra.gov.np/egp). The bidders should submit the bids only electronically through e-GP portal (bolpatra.gov.np/egp) of Public Procurement Monitoring Office (PPMO). A complete set of bidding documents in English shall be downloaded from the same portal. The deposit bank voucher of a non refundable bid document fee NRs 3000.00 (In words: Rs Three thousand) at Rastriya Banijya Bank, Teku Branch, account no 1000200010000, revenue code 14229, office code 305003508 should be uploaded into the e-GP portal while submitting the bid. Pre-bid meeting shall be held at PEFA Secretariat, Anamnagar, Kathmandu at 14:00 NTS, February 02, 2020. Electronic bids must be submitted into the PPMO’s e-GP portal (www.bolpatra.gov.np/egp) on or before 12.00 hrs, February 16, 2020. Bids received after this deadline will not be accepted. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the PEFA Secretariat, Anamnagar, Kathmandu at 14.00 hrs on February 16, 2020. Bids must be valid for a period of 90 days from the date of bid opening and must be accompanied by scanned copy of a bid security in pdf format, amounting to a minimum of NRs 200,000.00 with a minimum validity period upto June 17, 2020 (120 days from the opening date of bids). If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
