About this role

Support to the Government of Nepal to Develop an Evidence-Based Framework, Roadmap and Draft Legislation for Establishing the Nepal Centre for Disease Prevention and Control

  • Location: Primarily Nepal, with selected provincial travel and remote specialist inputs.
  • Indicative Duration: late November 2026– November 2027 (tentative)

As part of the Technical Support Programme for Health (P4 H), we are seeking one Team Lead (Senior Public Health and Institutional Reform Adviser) and other specialists to provide technical assistance to the Government of Nepal, through Ministry of Health and Food Safety (Mo HFS), to develop a nationally owned, evidence-based and politically feasible pathway for establishing the Nepal Centre for Disease Prevention and Control (Nepal CDC). This work is commissioned through the British Embassy Kathmandu Health Team.

The assignment will synthesise international, regional and national evidence; assess Nepal’s public health institutional architecture; facilitate structured federal and subnational consultations; and co-develop an agreed establishment framework, a sequenced and cost-conscious roadmap, and a draft Nepal CDC Bill with clear objectives, functions, powers, governance, accountability, financing, workforce and intergovernmental arrangements.

The proposed institution should strengthen disease prevention, integrated surveillance, public health intelligence, laboratory coordination, emergency preparedness and response, antimicrobial resistance (AMR), One Health, applied research and evidence-informed policy. The assignment will assess institutional options rather than assume a predetermined organisational form, while preserving Government stewardship and avoiding duplication of routine service-delivery functions.

We seek a nationally led, multidisciplinary team combining strong knowledge of Nepal's public health institutions and federal governance arrangements with targeted regional and international expertise in CDC/ National Public Health Institutes (NPHI) institutional development. National experts will lead the contextual assessment, political economy analysis, consultations and drafting, while international expertise will contribute comparative evidence, strategic advice, peer review and quality assurance.
