About this role

Nepal Health System Efficiency Opportunity Assessment

  • Location: Primarily Nepal, with travel to selected provinces, local governments and public hospitals, and remote specialist inputs where appropriate.
  • Indicative Duration: 12 months, Dec 2026 – Dec 2027 (tentative)

As part of the Technical Support Programme for Health (P4 H), we are seeking national, regional and international experts for four roles to support the Government of Nepal to identify, measure, explain and act on high-value opportunities to improve the allocative and technical efficiency of health financing, public hospitals and the wider health system, so that existing and future resources deliver more equitable access, effective quality care, financial protection and health gain.

The specific objectives of the assignment are to

  1. Produce a robust, quality- and equity-adjusted diagnostic of where and why major inefficiencies arise across resource allocation and execution, pooling and purchasing, public-hospital performance, referral pathways and the three tiers of government.
  1. Quantify a defensible subset of efficiency opportunities and reallocation potential, identify better-performing practices, and assess the institutional, political-economy and implementation conditions that determine whether gains can be realised and retained within health.
  1. Co-create a prioritised package of feasible reforms, with clear decision owners, sequencing, costs, safeguards and indicators, and embed a practical approach to efficiency monitoring within Government budget, purchasing, hospital-performance and National Joint Annual Review (NJAR) processes.

We seek a nationally led, multidisciplinary team combining strong knowledge of Nepal’s health system, health financing, public hospital performance and federal governance with expertise in quantitative efficiency analysis, equity and political economy. The four core roles will bring distinct but complementary expertise, while working collaboratively across the assessment, stakeholder engagement and development of practical reform options.

National expertise will lead contextual analysis and engagement, with targeted regional or international inputs supporting specialist methods and independent quality assurance. Strong facilitation, stakeholder engagement and change-management skills will be important across the team given the assignment’s emphasis on consensus-building, co-creation and practical uptake of recommendations.
