Context

BBC Media Action is the BBC’s international development charity. Working with media and communication to help reduce poverty and support people, our aim is to inform, connect and empower people around the world. Our work in Nepal is focused on innovative media and communication initiatives that are strengthening democracy, supporting media ecosystems and tackling information disorder - while supporting communities to prepare for, and adapt to, extreme climate risks.

BBC Media Action Nepal office is seeking a skilled and experienced IT Consultant to provide technical advisory support, solution assessment, and implementation oversight across various technology-driven projects, including Artificial Intelligence (AI), Web and mobile application development, workflow automation, and IT infrastructure.

Job Purpose

The consultant will work closely with internal teams, project stakeholders, and external technology vendors to assess technical requirements, recommend appropriate solutions, review system architectures, and ensure the successful delivery of secure, scalable, and sustainable technology solutions. The role is primarily advisory and oversight-focused rather than hands-on development, emphasising technical evaluation, project-coordination, quality assurance, and the effective implementation of technology solutions aligned with organisational objectives.

Main Duties

• Provide technical consultation and advisory support for IT Projects involving AI, web development and mobile applications, automation, infrastructure, and system integration.

• Assess business and technical requirements, evaluate solution architectures, and recommend appropriate technologies, frameworks, and implementation approaches.

• Provide technical guidance and oversight for AI-related projects involving LLMs, Retrieval Augmented Generation (RAG), Agentic AI, Vector Databases, and automated workflows.

• Review web and mobile application architectures, including i OS and Android solutions, backend services, APIs, databases, and application security.

• Assess infrastructure requirements and deployment approaches across on-premises, cloud, and hybrid environments, ensuring scalability, reliability and stability.

• Coordinate with internal project teams, stakeholders, external vendors and developers to monitor project implementation, address technical challenges, and ensure alignment with agreed requirements.

• Support technical evaluations, vendor selection, solution testing, User Acceptance Testing (UAT), quality assurance, and validation of project deliverables.

• Review technical documentation, identify project risks, and provide recommendations to ensure effective implementation, knowledge transfer, and long-term sustainability.

Essential skills and experience

• A University degree in Computer Science/CSIT/IT/Engineering (Computer, Electronics) or other relevant fields.

• A minimum of four years of experience with strong analytical, problem-solving, communication, stakeholder management, and technical documentation skills, with the ability to translate business requirements into practical technical recommendations.

• Strong understanding of software deployment methodologies, application architecture, and web technologies, including Python, Java, modern frontend/backend frameworks, REST APIs, and relational databases like Postgre SQL and My SQL.

• Working knowledge of i OS and Android mobile application development, including native or cross-platform development frameworks such as Flutter or React Native, application integration, and deployment considerations.

• Practical understanding of AI technologies, including LLMs, RAG, agentic AI, AI Pipelines, vector databases, with demonstrated involvement in at least one relevant AI-related project.

• Familiarity with workflow automation, Python-based scripting, system integration, and messaging technologies such as Apache Kafka or Rabbit MQ.

• Sound knowledge of IT infrastructure, including servers, networking, storage, virtualisation, Linux/Windows environments, and on-premises, cloud or hybrid deployment architectures.

• Proven ability to assess technical proposals, review solution architectures, evaluate implantation approaches, and coordinate with development teams or external technology vendors.

Desirable skills and experience

• Previous experience in IT consultancy, solution architecture, technical project coordination or oversight of vendor-managed technology projects.

• Familiarity with AI development and orchestration framework such as Lang Chain, Lang Graph, Llama Index, and locally hosted LLM Platforms such as Ollama or v LLM.

• Knowledge of vector databases such as Chroma, FAISS, Qdrant, Milvus, or pgvector, and their application in AI-powered information retrieval.

• Familiarity with mobile application technologies such as Swift, Kotlin, Flutter, or React Native, including mobile security and app store deployment processes.

• Exposure to cloud platforms such as Microsoft Azure, AWS or google cloud, along with virtualisation technologies such as VMware, Proxmox or Hyper-V.

• Understanding of Docker, Kubernetes, CI/CD pipelines, Dev Ops practices, application monitoring, and secure on-premises deployment.
