Encompassing high-altitude mountain ranges, mid-hills, and plains, the zone is vital for the food, water, and energy security of up to two billion people and is a habitat for countless irreplaceable species. It is also acutely fragile and vulnerable to the impacts of the triple planetary crisis of climate change, pollution, and biodiversity loss. The International Centre for Integrated Mountain Development (ICIMOD), based in Kathmandu, Nepal, is an international knowledge organisation focused on the HKH region, working since 1983 to deliver greener, more inclusive, and climate-resilient development. About our approach to climate and green finance Identifying new climate and development financeflows is an important priority for HKH countries, given the dearth of green investment and the enormous financing gap for climate adaptation, mitigation and nature. Without new and additional finance, HKH countries will not be able to meet their climate adaptation, biodiversity and mitigation goals. ‘Enabling climate-resilient and green investment’ is one of the pillars of ICIMOD’s Strategy 2030. ICIMOD, as a regional institution, is drawing on its convening power and knowledge to help catalyse investment, including by: (i) identifying and developing solutions and collectively developing these into business cases, (ii) playing a role in assisting HKH countries to access global funds (iii) facilitating investment in the private sector, or through public-private partnerships, and (iv) convening investors and investment experts to explore innovative ways to finance solutions and focus the investment conversation on HKH mountain priorities. ICIMOD also plays a role in advocating for HKH priorities in global and regional policy and investment fora. Position overview The Climate Finance and Investment Specialist will lead ICIMOD’s investment work. This role will require strong management and leadership skills and will contribute to the management of the broader global advocacy action area. The aim of the work area is to leverage and attract climate-resilient and green investment into the HKH. The role will require engagement with international funders, including the global climate and environment funds, development partners, regional and global finance institutions, and multiple public and private-sector partners, including other knowledge partners. The Climate Finance and Investment Specialist will explore beyond traditional sources of finance towards private investment, whether through innovative public-private mechanisms, capacity building or other approaches. This role will require collaborative working across ICIMOD and with partners outside the organisation. This will require strong leadership and management skills. Part of this work is funded by the UK FCDO’s Himalayan Resilience Enabling Action Programme (HIREAP), funded under the high-profile Climate Action for a Resilient Asia (CARA) programme. This requires cross-working with UNDP, the World Bank, and the ADB, and other CARA partners. This role could develop further in 2027, when ICIMOD’s next four-year strategic planning phase begins. The overall objective of the RIS is to harness the power of data and rapidly evolving digital tools and technologies to improve decision-making in ways that sustain and protect lives and livelihoods across the rapidly changing Hindu Kush Himalaya region. RIS enhances access to data, information, and insights on climate and environmental trends and events – and how these may impact people and investments. It focuses on developing high-priority regional datasets, advanced information systems, applications and tools, and innovative digital platforms and communication systems that support research, policymaking, planning, and investment decisions. RIS will build upon existing data, geographic information system (GIS), and remote sensing tools and technologies while integrating cutting-edge digital innovations such as artificial intelligence (AI), machine learning, and cloud computing. It will adopt a hub-and-spokes, networked approach to deliver rapid, high-quality information services to users both within and beyond ICIMOD. The Senior Specialist acts as a thought leader in digital information services and technologies, contributing to the team and collaborating closely across ICIMOD and with its partners. This position supervises and manages the RIS team, ensuring successful delivery aligned with organisational standards, and coordinates with other teams across the organisation. The Senior Specialist is accountable for the overall quality and timely execution of RIS, ensuring that all components are well-integrated, aligned, and mutually reinforcing.
