WORLD BANK GENERAL PROCUREMENT NOTICE Country: Nepal Project: Nepal-India Regional Trade and Transport Project Abstract: General Procurement Notice Sector: Transportation, Industry and Trade Loan/Credit No: Project ID: P144335 _________________________________________________________________________ The Government of Nepal has applied for financing in the amount of US$ 99 million equivalent from the International Development Association (IDA) toward the cost of the Nepal-India Regional Trade and Transport Project (NIRTTP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the International Finance Corporation (IFC). The objective (s) of the Project is: To decrease transport time and logistics cost for bilateral trade between Nepal and India and transit trade along the Kathmandu-Kolkata corridor for the benefit of traders by reducing key infrastructure bottlenecks in Nepal by supporting the adoption of modern approaches to border management. The objective(s) would be pursued through the adoption of a focused scientific and systematic process in provision of technical inputs and ICT systems supported by appropriate policy and regulatory measures along with improvement of select trade-related infrastructure such as road, inland container depots(ICDs) and trade-related laboratories. The project will include the following components: A. Modernizing Transport and Transit Arrangements between Nepal and India (1) Introduce a modern and effective transit regime including technical assistance including technical assistance in enhancing the capacity to negotiate trade and transit treaties; (2) Simplify and harmonizecustoms and border management procedures, processes and systems, especially to provide for electronic interchange of data; and (3) Strengthen and modernize the regulation of international trucking services including axle load control and road safety from a transport management perspective. B. Strengthening trade-related institutional capacity in Nepal (1) Design, development and implementation of information communication technology systems and related business process improvements to enhance transparency and integrity, lower trade transaction costs, and reduce the time taken to clear goods. (2) Strengthening the Nepal Trade and Transit Facilitation Committee (NTTFC) and strengthening the capacity of the Ministry of Commerce and Supplies (MoCS) and the Project Coordination Office (PCO) to coordinate the implementation of the different activities under the Project, through the provision of technical advisory services, and development of skills on procurement, financial management, environmental and social safeguards, and monitoring and evaluation. C. Improving Select Trade-Related Infrastructure. (1) Upgrading and expanding the Narayanghat-Mugling road section to Asian Highway Standard, and carrying out of studies for environmental sustainability, road safety and corridor improvement along the Birgunj-Kathmandu Corridor. (2) Constructionof a CFS or an ICD in the Kathmandu Valley. (3) Improving the infrastructure at Birgunj and Bhairahawa ICDs, including the preparation of a maintenance plan. 4. Pilot the development of a multi-functional joint analysis laboratory for customs and SPS inspections including food, plant, and animal quarantine;provision of change management support to agencies and stakeholders involved in the SPS testing and certification process; and preparation of a work plan to facilitate the establishment of a system of mutual recognition of certifications between Nepal and India.
