Short-Term Consultancy Assignment Financial Reconciliation and Budget Consistency Support for SUSWA Project Closure The Sustainable WASH for All (SUSWA) Project invites applications from qualified consultants to undertake a short-term assignment on Financial Reconciliation and Budget Consistency Support as part of the project's financial closure process. Assignment Objective The assignment aims to strengthen the project's financial readiness for closure by ensuring consistency, traceability and accuracy of Municipal WASH Fund planning and budgeting across all 28 partner Local Governments. Scope of Work The selected consultant team will be responsible for: Reviewing Municipal WASH Fund planning and approved budgets. Reconciling budgets across Excel planning tools, COMPASS, Annual Work Plans (AWP), LMBIS, Municipal Council-approved budgets and Su TRA.Identifying inconsistencies, omissions, coding errors and budget discrepancies. Developing a budget traceability matrix and financial reconciliation framework. Assessing financial closure risks and recommending corrective actions. Preparing reports and tools to support the project's final financial reporting. Duration The assignment shall be completed within 15 calendar days from contract commencement. The assignment is entirely desk-based, with no field visits required. Consultations will be conducted remotely with PSU staff, WASH Advisors and partner Local Governments. Required Qualifications The consultant team should demonstrate: University degree in Finance, Accounting, Economics, Public Financial Management or a related discipline. Minimum of 10 years' experience in financial management of donor-funded programmes. Proven experience with government budgeting and financial management systems. Strong expertise in reconciliation of complex financial datasets. Excellent analytical and advanced spreadsheet skills. Experience working with Local Governments; familiarity with LMBIS and/or Su TRA will be an advantage. Excellent English report-writing skills. To ensure timely completion, the consultant shall mobilize at least three qualified professionals capable of reviewing multiple Local Government budgets simultaneously. Deliverables The consultant team shall produce: Inception Report Municipal WASH Fund Budget Integrity Review Budget Reconciliation Report Budget Traceability Matrix Project Closure Financial Readiness Report
