F.a: Empower youth with disabilities through information access from youth disability information center establishment in Kathmandu
Youth with disabilities will establish an information center in Kathmandu. The center will disseminate information about human rights issues, disability laws and policies, scholarships, training and work opportunities.
F.a: Action Plan for implementation of UPR Recommendations
The project content for 2017 will be defined later on; it will be a continuum for 2015-2016. The budget will be allocated from 11591 “Promotion of Global Justice”. The description for 2015-2016: The Overall Objective of the project is to promote and pr otect human rights of Dalit in Nepal. The Specific Objective is to contribute for addressing the key human rights concerns of Dalit through second cycle of Universal Periodic Review (UPR). The specific human rights issues and concerns of Dalit community di scussed and documented through a participatory process with the involvement of more than 200 Dalit organizations representing all five development regions of Nepal. A report on the specific human rights issues and concerns of Dalit will be developed and su bmitted to UPR concerned committee of UN within third week of March 2015. The specific human rights concerns of Dalit advocated and lobbied with the delegates of different countries during UPR of Nepal in October / November 2015.The project will carry out a quick research on the implementation status of UPR recommendations in Nepal, Regional level consultation workshop will be organized at Nepalganj, Chitwan and Itahari, National level consultation workshop will be held at Kathmandu. Advocacy and lobbying w ill be carried out with international governments through embassies in Kathmandu, Advocacy and lobbying will be done to the government of Nepal for recommendation involving media houses. Lobbying to the HRC members and other state representatives during i nteractive dialogue session will be carried out.

Overall goal: Impact: Bangladesh, Cambodia, Nepal, Solomon Islands and Tuvalu are building inclusive climate resilient communities and local economies and are transitioning towards low carbon development pathways. Medium term outcome: Climate governance is strengthened in a gender responsive manner and additional climate finance is leveraged at the national, sectoral and sub-national levels in Bangladesh, Cambodia, Nepal, Solomon Islands and Tuvalu. Outcome 1: Public sector at national, sectoral and local levels has enhanced capacities for effective planning of climate finance. Outcome 2:Climate Change is mainstreamed into national/ local governments' planning and budgeting systems and lead to allocations/investments. Outcome 3: Country frameworks and systems established and/or strengthened for increased access to climate finance (public, private, domestic, international). Outcome 4: Enhanced inclusiveness, transparency and accountability of climate finance. Outcome 5: Strengthened regional cooperation to enable climate finance reforms in the region.

Strategic engagement for regional impact: A multi-event initiative under the ARO catalytic fund
For nearly five decades, IDRC has invested in high-quality research and innovation in developing countries to foster a more sustainable and inclusive world. This funding has also amplified the voices of scholars from the Global South in global policy debates and forums. To further enhance IDRC’s role as a catalyst for transformative development solutions, it is essential to synthesize and share knowledge from IDRC-supported projects for greater uptake and impact. In pursuit of this objective, IDRC’s Asia Regional Office (ARO) is launching two complementary strategic positioning initiatives. The first is a regional conference in Nepal entitled “Research for sustainable development: Building a greener, inclusive and resilient South Asia”. This event will examine regional research priorities, highlight evidence from IDRC-supported projects and showcase their contributions to policy and program development. The conference will build on IDRC’s decade-long investments in South Asia, laying the foundation for future research initiatives that unlock the region’s untapped potential. The second initiative, entitled “Sustaining the Global South’s contributions to the G20 under South Africa’s presidency”, marks the culmination of a series of Global South-led presidencies. As the G20 leadership shifts back to Northern countries in 2026, it is critical to understand the influence of Southern-led institutions in shaping the global agenda. ARO and IDRC’s regional offices in Eastern and Southern Africa and Latin America and the Caribbean will each commission a background paper within their respective regions to build on the progress made during the past three presidencies and contribute to shaping policy discussions and recommendations for the current presidency. These efforts will culminate in a high-profile G20 side event in South Africa (September–October 2025), co-funded by the three regional offices. This event will serve as a platform to ensure that the Global South’s critical development challenges remain central to the G20 discourse, reinforcing the long-term impact of Southern-led contributions to global governance.
Understanding climate risks through an intersectional approach
Building resilience to climate change and natural hazards requires socially inclusive action. There is increasing recognition in the climate adaptation space, both in research and policy deliberations, that an intersectional approach is needed to reach the most vulnerable people. As the Intergovernmental Panel on Climate Change observes, risks vary across people within societies depending on intersecting inequalities and context-specific factors such as culture, gender, religion, ability, disability and ethnicity. The United Nations Framework Convention on Climate Change also demonstrates an emphasis on intersectional approaches as countries move towards the global goal on adaptation. Applying intersectional approaches in practice, however, remains less clear. The project will develop country case studies that explore how to apply an intersectional approach to climate adaptation and resilience. Each partner will also collaborate with two or three equity organizations focusing on the rights of women, people with disabilities, younger or older people, or other underrepresented groups who will be engaged in design, data collection and analysis and dissemination. The aim of this work is to generate evidence-based recommendations for adaptation practitioners and policymakers that can inform relevant processes and policies and ensure that climate action works for everyone. This project is part of the Climate Adaptation and Resilience initiative (CLARE) jointly designed, funded and run by IDRC and the United Kingdom’s Foreign, Commonwealth and Development Office. CLARE is an ambitious five-year initiative to enable socially inclusive and sustainable action to build resilience to climate change and natural hazards across Africa and the Asia-Pacific region.
Climate action financing through women and social enterprises (CaFiN)
Climate change affects people and economies across the world, but the impact is nowhere more pronounced than in marginalized communities in low-income countries like Nepal. Even within the impacted population, women are significantly more vulnerable than men because of an absence of economic independence and pre-existing social settings that leave them deprived of essential rights. On the other hand, climate-positive micro-enterprises in rural areas not only help address the climate change problem, but also provide opportunities for economic empowerment for women, thereby enhancing the resilience of such societies to the impacts of climate change. However, a major hurdle faced by such entities is access to finance. With inadequate scale, insufficient access to resources, unevolved business models, uncertain markets and absence of credit history, these micro-enterprises are considered ineligible for finance by traditional institutions. This project is aimed at developing a research-informed template for identifying constraints and impediments faced by women-led or women-benefiting enterprises in sustainable forestry in Nepal, and identifying meaningful appropriate pathways for access to finance for such enterprises. The research will also highlight the need for specific project preparation, including appropriate capacity building, for such enterprises, which will be utilized to design a funded project preparation facility that could potentially culminate in fundraising for select enterprises.

Advancing Civic Engagement for Democratic Participation
The project focuses on strengthening the capacities of youth networks, partnering with civil society, academic institutions, and government to foster meaningful youth participation in governance.
Provincial and Local Governance Strengthening Programme - Technical Assistance
TA will focus on providing technical assistance to the Provincial and Local Governance Strengthening Programme (PLSGP) for the institutional and organizational capacities of Provincial and Local Governments (PLGs) to deliver inclusive basic services (BSD) which benefit all people, especially women, the most vulnerable and marginalized, and for the federal government to develop and implement necessary laws and policies to strengthen inter-governmental relationships. The Government of Nepal and UNDP Nepal cost-shared portfolio will deploy a collaborative capacity development process and a Gender Equality and Social Inclusion (GESI) transformative approach to federal state building in all the seven provinces of Nepal. This systemic challenge requires a systems approach, which is best pursued through the framework of a portfolio.

The project will provide technical support to create enabling environment as well as strengthen capacity of government and other stakeholder to mobilise and manage development finance to support the achievement of SDGs, contributing to improve people’s social and economic rights thereby contributing in promoting human rights based approach.
Advancing Business and Human Rights through supporting implementation of National Plan of Action (Advancing B+HR)
The purpose of the Initiation Plan Document is to outline UNDPs efforts with the Ministry of Labour, Employment and Social Security (MoLESS), private sector, and civil society organizations (CSOs) in Nepal to establish the basic foundation and introduce necessary processes and procedures to advance Business and Human Rights in Nepal, including by widely disseminating the National Plan of Action (NAP) on Business and Human Rights in support of its effective implementation. Through the Initiation Plan, UNDP will also make particular efforts to promote and protect human rights of women and the most marginalized and vulnerable groups in the private sector in Nepal, taking into account specific issues and concerns.
Strengthening Capacity of the Public Service Commission of Nepal
Through this initiation plan, UNDP Nepal aims to support the Public Service Commission of Nepal in strengthening its capacity to upscale and update its work on the Assessment Center Methodology (ACM). By implementing this Plan, UNDP intends to build on its past support through its Project to PREPARE Public Administration for State Reform (2013 - 2017) and its achievements. With UNDP support, the Commission introduced the ACM in 2013-2014. This Initiation Plan will contribute to making Nepal’s public administration more efficient, agile, and results oriented as envisaged by the current 15th Plan of the Government of Nepal and the UNSDCF Outcome 4/UNDP Nepal Country Programme Document (CPD) Outcome 2 on Governance, federalism, participation and inclusion. Specifically, it will contribute to achievement of the CPD Output 2.3: Improved mechanisms for promoting transparency and public participation.The Initiation Plan will be implemented for a maximum of 18 months. Within this time, the aim is also to develop a more comprehensive long-term project for 4-5 years for system strengthening of the Commission. The project will also explore for future partnerships with the seven Province Public Service Commissions (PPSCs) in the full-fledged project and subsequent resource mobilization. Though the PPSCs are autonomous institutions, they closely follow the standards and practices of the Public Service Commission. In the federal context, and in the spirit of the 2015 Constitution, the improved recruitment processes also aim, in the long run, to contribute to proportional representation of women and marginalized groups in state mechanisms.
Strengthening E-Governance for Inclusive and Accountable Society
The purpose of the Initiation Plan Document is to outline UNDPs efforts with the E-Governance Commission of Nepal to develop a comprehensive e-governance blueprint. This blueprint aims to utilize ICTs to enhance the efficiency, transparency, and accountability of government operations and services, ultimately building a more efficient, effective, and responsive public sector. The project aligns with the Sustainable Development Goals (SDGs) and Nepals national development goals, with a focus on promoting inclusive development and public participation. Under this partnership, UNDP will provide technical assistance and capacity building support to the E-Governance Commission.
